Petrol and diesel car restrictions in India are real in Delhi-NCR, but they are narrower and more tangled than the headlines suggest, and there is no nationwide ban on petrol or diesel cars and no date for one. Our video asked whether buying a petrol or diesel car is now a risk, after a senior adviser reportedly said more restrictions would come. This guide sets out what the rules actually are in October 2026: the age limits, what the Supreme Court has and has not decided, the fuel-denial confusion, the new Delhi EV policy and what it all means if you are buying a new car. Every point notes whether it is a settled rule, an interim order or only a proposal.

Watch the full video above for the original discussion. The written version below is updated with the 2026 developments the video did not cover.
What the video covers
- The remark that “more and more restrictions will come” for petrol and diesel vehicles.
- The Delhi-NCR rules for 10-year-old diesel and 15-year-old petrol vehicles, and their current status.
- The fact that no nationwide ban on petrol or diesel cars has been announced for 2030 or any other date.
Petrol and diesel car restrictions at a glance
- Nationwide ban: none announced, with no date.
- Delhi-NCR age limits: 10 years for diesel and 15 years for petrol, but enforcement is paused for BS-IV and newer vehicles by interim Supreme Court orders.
- Ban on new private petrol or diesel car registrations in Delhi: none found.
- New in 2026: the Delhi EV Policy, effective 1 July 2026, and a phased halt on new fossil-fuel light goods vehicles in the NCR.
What was actually said
Reports say the Prime Minister’s adviser Tarun Kapoor told an industry convention that “more and more restrictions will come”, meaning curbs like those in Delhi on petrol, diesel and even CNG vehicles. We found no verbatim transcript, so treat the exact words as reported. He chaired the oil ministry panel whose 2023 report recommended a diesel ban in big cities, which we cover below, so his views are on record. A remark is not a rule, and nothing in it set a date.
The Delhi-NCR age limits and diesel car restrictions
The rule that diesel vehicles older than 10 years and petrol vehicles older than 15 years cannot ply in Delhi-NCR comes from a National Green Tribunal order, and the Supreme Court upheld it in 2018. According to an analysis on SCC Online, the Motor Vehicles Act itself has no nationwide age-based end-of-life rule, and a vehicle becomes end-of-life only by failing a fitness test. Enforcement has since changed. On 12 August 2025 a Supreme Court bench led by the then Chief Justice ordered no coercive action on age grounds while the matter was reviewed. On 17 December 2025 the Chief Justice Surya Kant’s bench modified that, so that, as Business Today reported, “no coercive steps shall be taken for BS-4 vehicles and above”. That leaves BS-III and older vehicles exposed. Both orders are interim, and we found no final judgment. In August 2026 an owner’s application asking for clarity on the scope was mentioned before the Chief Justice, who agreed to hear it, so the position could change.
The fuel-denial confusion
A plan to refuse fuel to end-of-life vehicles began on 1 July 2025 and Delhi rolled it back within days. The air-quality commission then deferred it, and ThePrint reports its direction was kept in abeyance by an October 2025 notification. In its place Delhi made a valid pollution certificate compulsory for refuelling, from a notification of 17 December 2025. Reports describe camera-based age checks at petrol pumps and certificate software that reportedly refuses certificates to older cars, which has affected some BS-IV and BS-VI vehicles. So the position on the ground is contested and unclear, and it is not a clean ban.
Smog stages and the new rules for 2026
Under the revised graded response plan of November 2025, as summarised by SCC Online, the worst stage, at an air quality index above 450, bars BS-IV and older diesel vehicles from plying, and out-of-state BS-IV petrol cars cannot enter Delhi. We did not open the commission’s order itself.
The Delhi EV Policy 2026 took effect on 1 July 2026 and runs to 31 March 2030. Outlook’s guide says it gives a 100 percent road tax and registration fee waiver on battery-electric cars up to ₹30 lakh ex-showroom, a ₹1 lakh incentive for scrapping a BS-IV or older Delhi car and buying a qualifying EV, and a three-year lock-in against re-registering the EV in another state. Strong hybrids are excluded, though reports differ on an earlier draft’s concession. The policy phases out new registrations of autos and three-wheelers from 1 January 2027 and petrol and CNG two-wheelers from 1 April 2028, and it does not ban new private petrol or diesel cars.
Separately, a direction reported after the commission’s 18 August 2026 meeting phases out new petrol, diesel and CNG light goods vehicles, from 1 January 2027 in Delhi and later in the rest of the NCR. That covers goods vehicles, not cars.
What is only a proposal
| Item | Status |
|---|---|
| Nationwide petrol or diesel car ban | None announced |
| Diesel ban in million-plus cities by 2027 | A 2023 panel recommendation, not adopted |
| Extra 10 percent GST on diesel vehicles | Floated and withdrawn in September 2023; not under consideration per a December 2023 reply to Parliament |
| Age limits in Delhi-NCR | In place, enforcement paused for BS-IV and newer by interim orders |
| Age bans outside Delhi-NCR | None found |
| National scrappage policy | Voluntary; fitness test at 20 years for private cars, states offer rebates (2021 details, adoption varies) |
What diesel car restrictions mean if you are buying a car
In Delhi-NCR, registering a new private petrol or diesel car is not banned, and a new BS-VI car sits well above the BS-IV protection line. The age limits are suspended for BS-IV and newer vehicles, but only by interim order, and administrative systems such as pollution certificates still treat age as a cut-off. A car declared end-of-life in Delhi can be re-registered in another state with a no-objection certificate, under the 2024 guidelines. We found no sourced claim on resale prices or on how EVs and petrol cars depreciate, so we are not making one. The only sourced registration-cost difference is Delhi’s road tax waiver for EVs. We did not search state by state for EV road-tax policies, so check your own state.
A note on our video
Our video’s description was cautious and mostly right: the Delhi-NCR age rule exists, and there is no nationwide announcement of a 2030 ban. It was missing the 2026 developments, namely the Supreme Court’s December 2025 change for BS-IV vehicles, the pollution-certificate refuelling rule, the Delhi EV Policy and the goods-vehicle direction. The line “diesel will be banned tomorrow” that the video warned against is wrong, since the million-plus-city proposal was never adopted. We did not check the video’s example cars. We have not read the court orders ourselves and rely on press reports, and this is not legal advice.
What to do now
Check your vehicle’s BS norm, keep its pollution certificate valid and check the Supreme Court’s current position if you live in Delhi-NCR. Watch the full video for the discussion, and see the videos page, our electric cars coverage and car news.
